When I purchased this program it did not tell me it was an out of date version. How do I upgrade that which I have purchased ? There shouldn't be an extra charge.

If you have an outdated version of this product, you can use the official website to download an updated one. You will still need to have the activation data in order for the program to work in its full mode.
Registry Booster disappeared from my PowerSuite. I have tried to repair it by downloading it again, but that does not work.

If you want to install Registry Booster you can go to the official website, which provides the URL for the latest package. The problem with your software is that is has bugs and updating it may overcome those bugs (Registry Booster included).
Yes, it can. The latest version of Uniblue PowerSuite is Uniblue PowerSuite 4.1.8 and it was developed to run in Windows 8, Windows 7, Windows Vista and Windows XP.

The application is running by default in background even if you close it using the X icon. In order to stop it, you need to right-click its icon from System tray and to press Quit:

Alternatively, press Alt + Ctrl + Delete key combination, open Task Manager, press the Processes tab and close all PowerSuite instances using the End Process button:

After that, go to Start, type msconfig and open the utility. Click the Startup tab, un-check the box next to PowerSuite, click Apply and then OK.
If you still have issues, remove the software from your computer using its uninstaller or Add or Remove Programs feature (Control Panel > Uninstall a program), perform a full system scan using your antivirus program or a utility from Software Informer database and download and install the PowerSuite application again.
